A difficult one to get the exposure. Obviously I am trying to accentuate the reflected blues in the frozen roadside pond.

Maybe you want to avoid burning the highlights in the sky like a typical sunrise beach, the The Magic Cloth Photography Trick is a good tool to have in your pocket – so convenient and inexpensive.
Exposures can sometimes be longer than the 30 sec your camera will allow. Having a Shutter bulb (sometimes called “Remote) will allow you to expose: as long as your battery allows.
Pick a big cloth like a large sock, or black card of similar size. Should be able to completely cover the whole surface of the lens. Better to be Dark. A dark colour is better. You can normally make a straight edge out of any cloth.
Magic Cloth Method:
Begin with a filter or low light for a longer exposure time, then over expose the photograph by two to three stops.
There is an advantage to a long Exposure time. 2-5 sec requires a quick, but controlled action to cover the sky within a split second. 5-10 sec gives you a extra exposure of the foreground.
Magic Cloth Action
In most situations I bring the cloth down quickly and up slowly.
Change the Action to capture a dozen short exposures of the sky, rather than one initial exposure (30 sec or more exposures only).
Meter for the highlights and then times four to get the total exposure time.
